Achieving food security in China: Implications of WTO accession

The results of a three-year study of the implications of China's accession to the WTO for its agricultural sector and policy options to maximise the benefits of the trade reforms are reported. The most important message from the study is that macro-economic and other non-agriculture specific policies can do much to improve the outcome for rural households and thereby improve food security. These policies include the promotion of urban development in inland areas and gradual reform of monetary policy. However, agricultural policies need further reform, including abandoning of price support and regional self-sufficiency policies, reform of monopolistic agricultural marketing and distribution activities, and reform of the state grain storage system. NORSTAR Project: Norfolk public schools student team for acoustical research

Development of the NORSTAR (Norfolk Public Student Team for Acoustical Research) Project includes the definition, design, fabrication, testing, analysis, and publishing the results of an acoustical experiment. The student-run program is based on a space flight organization similar to the Viking Project. The experiment will measure the scattering transfer of momentum from a sound field to spheres in a liquid medium. It is hoped that the experimental results will shed light on a difficult physics problem - the difference in scattering cross section (the overall effect of the sound wave scattering) for solid spheres and hollow spheres of differing wall thicknesses

World food markets into the 21st century: commodity risk management policies

Recent concerns about future global food production seem poorly based. The rapid phase of growth in food consumption is over for most of the world's population because of increased incomes and, besides, population growth rates continue to slow. Thus, the rate of growth of food production needed in the future is much lower than it has been for the past 40 years. Production and price instability will continue, perhaps with lessened intensity because of reduced government intervention. An Intervening Ethical Governor for a Robot Mediator in Patient-Caregiver Relationships

To remedy those challenges, a robot mediator can be used to assist in the relationship between PD patients and their caregivers. In this context, a variety of ethical issues can arise. To overcome one issue in particular, providing therapeutic robots with a robot architecture that can ensure patients’ and caregivers’ dignity is of potential value. In this paper, we describe an intervening ethical governor for a robot that enables it to ethically intervene, both to maintain effective patient–caregiver relationships and prevent the loss of dignity

Evaluation of moisture barrier coatings on carbon-phenolic SRM nozzle materials

The carbon-phenolic composite ablative material used on the Solid Rocket Motor (SRM) nozzle is known to absorb moisture from the atmosphere. This could cause problems such as pocketing during firing. Several moisture barrier coatings were tested on the SRM nozzle material. Data are presented for six of the 12 coatings to be tested. The data were obtained from immersion of coated samples in an environmental chamber at 100 F and 100% relative humidity and by using a modified TGA (thermal gravimetric analysis) technique. The TGA technique involved allowing wet nitrogen (25 C, 80% relative humidity) to flow across a small sample at about 65 cu cm per minute while continually monitoring the weight increase. These preliminary results show Kel-F-800, a material supplied by 3M Corporation to be the better moisture barrier. A second task was to collect data on the relative absorption of water and kerosene into the carbon-phenolic SRM nozzle material. These data indicate that water absorbs into the nozzle material to a much greater extent than kerosene. Thus kerosene is the more likely solvent in which to make specific gravity measurements on the SRM nozzle material

Agricultural and resource economics and economic development in Aboriginal communities

Economic development is seen as the best way for Aboriginal communities to improve their welfare and lessen the considerable disadvantages they suffer. Unfortunately, the economics profession has shown little interest in their plight. Agricultural and resource economists have much to offer in helping to foster economic development in Aboriginal communities throughout Australia.
